[cma-l] Volunteers, charity, and back to work schemes

Dear all,
I wonder if anyone in the CMA world is up to date on how to address the
back-to-work schemes which apparently oblige people to work in Poundland
and such like; and prevent them accordingly from volunteering at our radio
station.
Several volunteers here are distressed that instead of being able to offeri
us their services, they are being forced to take more or less unpaid work
elsewhere. I do not know how best to address this nor whom to approach.
Any constructive advice would be appreciated.

PS I really do not wish to start a long thread about the iniquities of
government policy, the shoddy goods on sale at bucket shops, the
brutalities of post-industrial capitalism, the true nature of the PRS, etc.
