[cma-l] PPL / PRS for Music mini consultation

I've completed the form but my questions are:

1. Why do fees rise above the rate of inflation every year?
2. About 20 years ago I seem to remember PRS or PPL (or both) would waive
their fee for genuine not-for-profit stations undertaking RSL broadcasts.
Why can't PRS and PPL do the same today for the community radio sector?
The amount of money raised is negligible. Based on information in the
public domain, I estimate that the whole of the UK's community radio sector
contributes 0.02% of PRS's total income.
[Approx £175k from community radio against a staggering £623m which was
PRS's income in 2009 according to Wikipedia]

I'm sure lots of other people will ask the same, and I doubt I'll get much
joy but I think it's worth a punt from all of us.
