[cma-l] Antenna installation on council building - help

David,

Not sure what the problem is - if council sites are run by the Estates 
department who probably only deal with telecoms companies a high rental 
charge might be your issue?  As has been said by other respondents you 
will need to get the ward councillor involved.  If they won't move 
because of the potential loss of income by letting it cheap I suggest 
you look for another site or something like a fake flagpole which is 
grounded and hence not stuck on the fabric of the building!
