[cma-l] Changes to S-RSL applications for radio

Surprising - just like the royalty licecenes for RSL's the Ofcom fees are
extortionate (£1960k for 28 days plus £400 application fee) so I had
assumed it was as a nice little profit centre for Ofcom.

Surely it can't cost them more than £2.4k in administration to evaluate a
S-RSL application?

If this is driven by manpower or admin cost issues they ought to consider
out-sourcing the work like they have already for radio links....
