How can PPL justify this £500?

PPL collects money for artists whose work is exploited by public 
performance. Quite rightly.
However, the TINY degree of additional exploitation afforded by this 
temporary test is certainly not worth the fee proposed.
It may be enough to put some people off even applying for the tests 
after taking into account Ofcom licences and the additional work involved.
