I've long argued against PPL and its marketing. I recall at that time, about 6 years ago, the CEO was paid over £600,000 pa and yet small producers rarely receive royalties. At the same listeners are persecuted, using relatively obscure legislation that does not mention PPL, and was probably not meant to cover its present use.
Perhaps we need a Lottery grant or crowd-funding to build a SBL (Small Broadcasters Licence). It could start small and build to meet demand, and would provide an excellent barrier against the current monopoly in the UK. Broadcasters would pay an annual fee and producers could register and then receive a proportion of the income received.
Although music has some protection speech radio is barely recognised - that needs to be addressed.
As John Whittingdale examines broadcasting - he could be asked to support this important issue.
