Yes, but do you know what they would charge you for a full -time DAB simulcast
licence? Maybe that £66/month is a discounted rate from what you would pay if
you went full time!
 
Or not. One of the reason we chose not to do any RSLs before applying for our
licence was that the costs with PPL et al were wholly disproportionate  for
short term services, and would detract seriously from the money we could spend
on setting up the full-time service. Maybe PPL regards this as a monthly
licence, for which they feel justified in applying charge a higher rate (admin
costs, overheads, blah blah), and they are not offering any discount for 9
months as they might for a full year.
 
Out of interest, have you asked what they would charge for a full year's
licence?
