It appears that Ofcom has been persuaded to soften its approach a little in the areas of "no frequencies available" and to streamline the Applicant selection and forwarding process.It would be fascinating to know exactly how and why these two aspects were judged worthy of amendment - but I suspect we never will.The remaining items urgently requiring a re-think are:Allowing Applications on a merit basis outside the regional formatAccepting a proposition for change of a flawed frequency allocationWillingness to consider a change from AM to FMCeasing to propose AM as an alternative to FMCeasing to only offer AM for an area greater than 5km radiusWillingness to offer full allocated power in one planeWorking to eliminate an illegal user and allocating its adopted frequency to a CR service

Subject: [cma-l] Ofcom invites applications for community radio licences in	South East England

Ofcom is inviting licence applications for community radio licences in South East England, excluding the area inside the M25.

Community radio services are provided on a not-for-profit basis, focusing on the delivery of specific social benefits to a particular geographical community or a community of interest.

Ofcom is making changes to its process in response to feedback from the sector and potential applicants. As a result, Ofcom will not exclude areas from the applications process on the basis of FM frequency availability as it has done in the past.

Ofcom is setting out guidance on the availability of suitable frequencies in different parts of the South East.

It is also making some changes to its assessment process. After checking site suitability and frequency availability, Ofcom plans to assess each remaining application against further criteria.

The closing date for receipt of applications is 5 pm on Tuesday 20 October 2015.
