[cma-l] Music Royalties for simulcast DAB

The principle of PPL charging settled by the Copyright tribunal is that it
should be based on the station's advertising and sponsorship revenue (the idea
being that this represents the calue to the station of using the PPL repertoire)
and is a practical way to measure the value derived by the station. It's only
indirectly related to the size of audience in that this would be assumed to
affect the amount that can be charged for adverts.
 
Of course, PPL's problem with Community Radio is that with the licensing
restrictions on broadcast sales many of the stations are not operating to a
traditional radio sales model to generate revenue from sales of airtime, so
revenue does not make a good measure for most of the stations.
 
I can see no justification for additional licensing for a simulcast, but no
doubt PPL may differ.
