   The principle of PPL charging settled by the Copyright tribunal is that it should be based on the station&#39;s advertising and sponsorship revenue (the idea being that this represents the calue to the station of using the PPL repertoire) and is a practical way to measure the value derived by the station. It&#39;s only indirectly related to the size of audience in that this would be assumed to affect the amount that can be charged for adverts.

   Of course, PPL&#39;s problem with Community Radio is that with the licensing restrictions on broadcast sales many of the stations are not operating to a traditional radio sales model to generate revenue from sales of airtime, so revenue does not make a good measure for most of the stations.

            As I said - because PPL charging schemes are inconsistent! Hopefully in this case they could work in your favour (but of course PPL may find some way to try to charge - personally, if the DAB were a simulcast of an existing FM service I would refuse to pay any additional demand). Hopefully this is any aspect of the whole idea that the pilot will help clarify.

                   I don&#39;t think there would be any additional charge if it&#39;s a simulcast of your existing broadcasts - unless they class it as a test transmission I suppose.
