Dear All
Some more excellent points this time from Steve. Yet another voice adding to
the thousands and thousand who know full well this was a farce from the
start and still is.
On a positive and in a hypothetical situation, supposing everything was
removed and we (CCR) miraculously were funded by 4 separate reasonably sized
organisations to the tune of £20,000 grand each ....... then that is game
over FULL-STOP ! if we were to gain some grant funding and a
reasonable guaranteed amount ''ten grand from a community fund'' then we
would possibly only need 3 ... maybe only 2 !?
The local commercial station would then have the WHOLE area and every
business in the region to go at to help swell their profits.
This has been a barking up the wrong tree exercise, a storm in a teacup,
scare mongering, discriminatory exercise that is not acceptable now and
never has been.
As I have said, whilst we wait for the dragging of the feet again, the
consultations, or the total lack of concern or interest from Mr Hunt and Co
we (CCR) have had enough and we are now not playing nicey nicey Mr Softy
any-longer ..... we've had a bellyfull, we're p.............eed off
completely, extremely frustrated and immensely angry we will
search a way around this garbage, up, under, over, or completely around.
That we have done. We have laid the foundations over the past 2 years to
have a legal trail of what 'supporters''sponsors' etc have signed up for and
it will be proved in black and white in a Court of Law ..... in the
meantime, we will give away our adverts for free at our discretion.
In the event of ending up being charged with breaking the Law ... we'll av'
some of that as well and take our chances ..... there'll be no pushover at
this end ... trust me.
If the Government / DCMS want to prevent this wonderful community venture
from turning into a circus then they need to get off their backsides, stop
pandering to people who don't need it or deserve it and let people get on
with what they are supposed to be doing. One thing we are not meant to be
doing is getting completely stressed out whilst trying to push a huge rock
up 1/5 hill
I agree with virtually everything that has been put on this message board
over the past 4 days as do most of the community radio fraternity and many
of the Mr Fred Blogg's on the streets.
Some people got this one seriously wrong ... and it certainly WASN'T us !

Thanks for your note on the DCMS consultation. A
sustainable funding basis for the sector remains
the most pressing priority and whilst changes are
needed, adjustment to the advertising rules is
neither sufficient in itself, nor is it without
some risks. Clearly the specific restrictions on
stations overlapping with 'small' (less than 150k
TSA) commercial radios are not and have never
been justified, but the 50% rule does help assure
the character of community radio and its
distinctive treatment in law. It may be worth,
however, examing other approaches to this. For
example, Ireland and Italy, have a limit on how
much advertising may be carried on air on
community radio (5 mins and 3 mins per hour respectively).
I know some will argue for the complete removal
of these restrictions and parity with commercial
radio but that does tend to undermine the case
for a proper funding mechanism for the sector.
The most significant failure of the 2003
Communications Act is the provision for a
Community Radio Fund. This is partly a failure of
implementation but it is also linked to the fact
the legal provisions are not sufficiently robust.
We argued at the time, and I strongly recommend
we do so again, that a 'Community Media Fund'
should be set up as a properly resourced
independent public body, along the lines of the
Gaelic Media Service http://www.mgalba.com/

There is one significant change I think CMA
should make in its position today and that is to
now unambigiously demand that the Community Media
Fund should be partly funded through the BBC
licence fee, at a rate that is an explicit
percentage of the licence fee revenue as a whole.
At the same time, the fund, independently
administered, should be free to raise contributions from other sources.
The fact that the previous government was
prepared to take £130m of BBC licence fee money
for local news content, and the present
government has announced £40m of BBC licence fee
money for local TV, means there should be no
ideological objection from either the government or the opposition.
We just need the political will.
