[cma-l] It's 2% not 1%

Whatever it is 1%, 2%, 10% we should regard the license fee as our money as the public is paying for representative broadcasting which the BBC is not giving,  we just need to define what the sector actually needs. Clearly the CMA is wimping out on this so what do we do next.
