Jaqui,

Couple of suggestions in an effort to be positive and start the ball  
rolling.

Community media isn't recognised within film lottery funds and not  
really within arts lottery funds either in some parts of the country.  
I know some people have been supported with Big Lottery, we have too,  
but it is hit and miss.

I think rather than spend years seeking recognition within existing  
structures, we might push for community media to be the next 'good  
cause' within the lottery itself. Perhaps ask for a 'pilot' fund to  
start with. (I know it is a slim chance but we could make a good  
argument for it... some of the structures here are, in our view,  
'discriminatory' towards community media, if others pitched in with  
their experiences we could see if there is a pattern).

Also, any fund should be UK wide, it is really difficult to build a  
sector where funding, criteria, policy and frameworks are fragmented  
and it makes it almost impossible to work with others in the UK on  
projects of mutual concern/benefit within community media.
