Ofcom should ensure at least one in-group frequency block of the 
interleaved spectrum at each relay and main transmitter is reserved for 
digital community and local TV.

In-group spectrum can be received on prevailing TV aerials and this
gives it a special value for TV broadcasting over other interleaved 
spectrum.

Without this spectrum ring-fenced for digital community and local TV 
(rather than giving general access for PMSE purposes), these services 
are likely to face barriers to entry to the digital TV platform and/or 
problems of coordination with PMSE uses.

The in-group interleaved spectrum blocks set aside for digital community 
and local TV should not be auctioned. Instead a separate band-manager is 
required to cultivate use of this community and local TV spectrum for 
broadcasting purposes. PMSE does not need those frequencies that have 
the extra value of being easily received by domestic TV sets.

It is also important that pricing for PMSE users from the voluntary and 
community sectors is kept affordable.  Community radio and television 
stations need affordable spectrum for outside broadcasting and events 
coverage.
