it might be possible to use the VideoLAN streaming architecture:

it would be worth taking a look at the Darwin streaming server:

Ogg Theora isn't quite there yet and will undoubtedly suffer from 
maturity issues for some time after its release:

RealNetworks Helix Universal Server offers good platform support for 
video but of course is proprietary:
