Dear Colleagues,
The DCMS has put back perhaps till the autumn or 2007 its consultation
on the Draft Order of Licence for Local TV.
The long anticipated Ofcom report on Local TV is very likely to be
neutral on digital delivery - pushing the possibility of access to
spectrum back beyond the Digital Dividend review which closes at the
end of 2006. The political initiative in the Communications Act 2003 is
in danger of being lost by being forgotten - as Ministers b ack away
from Local TV and push the Treasury line that spectrum must be sold
(and sold nationally).
In the light of the continued delay - and in view of the local
elections in England and Wales in May - ACTO members have begun a
petition on Local TV - calling upon the Government to "make provision
at digital switchover for a Local TV channel in all local authority
areas of the UK, thus ensuring that the majority of households receive
their Local TV alongside the other public service channels."
The Campaign for Local TV launched on 5th January 2006.
