[CMA TV] Ofcom's approach to Spectrum Management

Ofcom today published the conclusion of its Spectrum Framework Review,
setting out its approach to the future management of radio spectrum in the
UK.

In the Review Ofcom advocates a market-led approach to spectrum allocation,
in contrast to earlier forms of regulation when the regulator decided the
type of organisation which should have access to certain parts of the
spectrum, sometimes known as a 'beauty contest' approach.  The market-led
approach is seen by Ofcom as a half way house between the beauty contest and
de-regulation.

However, it is important to note, from a community media perspective, that
there are public policy goals which can trump the needs of market forces.
This is why we need to lobby MPs, the DCMS and other government departments
to make sure that the commercial imperative is not the only one.
