I am writing to invite you to the above events.  Together they will
involve delegates in direct discussion with policy makers on some of the
most significant developments for the future of the UK communications
market.

As stakeholders around Europe consider the future of communications
take-up and technology, attendees at /The Ofcom Annual Lecture /will
hear first hand the results of Ofcom’s unique survey of important
developments in convergence within the radio, television and
telecommunications sectors. This report is a key reference document for
Ofcom and the sectors it regulates in understanding the way that these
markets are developing.



*Ed Richards* will reveal new Ofcom thinking on the implications of the
findings, and pointers to future regulatory and market developments.
Delegates will have an opportunity to discuss the issues raised with Ed,
and a panel of senior representatives from the broadcast and telecoms
sectors.  The Chair is *Derek Wyatt MP*. Panellists will be announced
closer to the date of the event.

*_Television Without Frontiers: The View from _**_UK_**_ Stakeholders -
WMF/WeF Consultation Seminar_*

This keynote seminar – organised in consultation with the DCMS – will
draw together UK stakeholder views on the redraft of the /Television
Without Frontiers/ directive (TVWF).



It will then channel this feedback directly into the Europe-wide
discussions being organised by the Government under the UK Presidency of
the EU.



The result will be a full briefing for UK Parliamentarians and senior
officials going into the discussions.



As a further important output, the publication resulting from the
seminar – including full transcripts of the discussions – will be
included in the pack for all delegates at the invitation-only UK
Presidency seminar for MEPs, Commission Members and officials from
across Europe being held in Liverpool in September.



As you know, TVWF has significant implications for broadcasters, mobile
and fixed telecoms companies, ISPs, internet content sites and
producers, and for UK citizens and consumers.  Sessions look at the most
important outstanding issues:

     * Scope: the _definition of ‘television’ and other audio-visual_
       content in the future;
     * _Advertising_ regulation including ‘country-of-origin’ issues;
     * Protecting _vulnerable groups_; and
     * The regulatory _impact_ on UK business.



The draft agenda is below my signature to give you a flavour of the day.

*Chris Bone*, Head, International Broadcasting Policy Branch at the DCMS
has agreed to open the proceedings with the latest state-of-play on the
redrafted proposals, including the position papers due to be issued by
the Commission in advance of the seminar. We are also discussing the
possibility of a *Ministerial speaker* with DCMS.



*John Whittingdale MP* and *Lord Macdonald of Tradeston* have kindly
agreed to act as chairs.  Confirmed speakers include: *John Carr*,
Associate Director, Children & Technology Unit, NCH; *Professor Vincent
Porter*, Voice of the Listener and Viewer; and *John Tylee*, Associate
Editor, Campaign.  We have a number of other offers of senior speakers,
and are in the process of confirming, and approaching further potential
participants. If you would like to suggest speakers, please get in touch
with me.



We expect delegates to be a senior and informed group numbering up to
150, including: Members of both Houses of Parliament; officials from
DCMS, DTI, HM Treasury, the Cabinet Office and Ofcom,; representatives
from local government; interest groups and the consumer movement;
academia and the national media.

     * Representatives from small charities or those in a similar

       transcripts of the question and comment sessions, and further
       articles from interested parties are £50 plus postage and packing
