[CMA R] Sections 3 and 4 missing in the community radio application form.

Section 3 (Ownership) and section 4 (Management) are missing from the
application form submitted by my local community radio station and available
for download at OFCOM.

I suppose the station is still figuring these things out even though it has 
it's licence.
