[CMA R] Some questions about programme development

I'm a member of the public who is into community issues (actually 
neighbourhood renewal and such) and education, and I seek to develop 
appropriate programming that will inform and educate the community so that 
they might be able to participate in their community. Of course that's 
contingent upon being allowed to participate in the local community radio 
station.

On any application for funding to develop programmes, would I do so on my 
own account, on the account of any charity I might have created for the 
purpose, or would I do so on behalf of the radio station?

Are there any particular funding streams for programme development? How is 
funding of programme development envisaged? Any programmes of the type 
already developed? TIA. Rich.
