Why do you say ".... lock up the FM band for the next 20 years"?
There's plenty of unused capacity - it just needs Ofcom to be a little more realistic in its "clearance" procedures - and also of course get rid of the illegal broadcasters who are actually doing a great deal of this "locking".

I wouldn't think this will happen for a year at least now but have a read about the commercial sector's proposals to lock up the FM band for the next 20 years, scrap news and their format restrictions.
