[cma-l] Ofcom consultation survey - Community Radio: future licensing and technical policy

The development of small-scale DAB services is so far as can be seen an 
opportunity for community radio services although it appears that most 
of the trials are being run by commercial radio.  "Planning for future 
licensing" of DAB would appear to suggest a rather long-winded 
approach.  Should not the DAB services be part of the first priority 
since they offer a fall-back option in areas with no prospect of FM 
expansion?
