services is so far as can be seen an opportunity for community
radio services although it appears that most of the trials are
being run by commercial radio. "Planning for future licensing" of
DAB would appear to suggest a rather long-winded approach. Should
not the DAB services be part of the first priority since they
offer a fall-back option in areas with no prospect of FM
expansion? <br>

community radio licensing and would like to offer more
licences where suitable spectrum is available. Ofcom
proposes to run a fourth licensing round which is shorter
and more focused than previous rounds, and the Community
Media Association is running a short survey to seek the
sector's views on the preferred licensing approach for this
forthcoming round.<br>

<div>Ofcom has also had feedback regarding current technical
policy. Some existing stations and applicants feel that the
Regulator does not sufficiently take into account individual
station requirements, which may differ. As a result, Ofcom
is considering changing its policy. Ofcom seeks views on a
revised technical policy which would take into account
individual stations’ requirements, and will consider
requests from stations to improve the coverage in the area
they are licensed to cover and/or to extend the area they
are licensed to cover to an adjoining area or locality.</div>

<div>Ofcom also seeks views on which aspects of their
community radio work that they should be prioritise after
the current round of licensing is completed. Ofcom currently
considers that inviting applications for new licences should
be the first priority, followed by considering requests for
improvements to coverage within the existing licensed area,
and requests for extending licensed areas into an adjoining
area or locality, and then planning for the future licensing
of small-scale DAB services.</div>
