I think the point is Ofcom want to change or amend the legislation (and not create a modern and more appropiate New Broadcasting Act. 

This is probably the opportunity to contribute and lobby for any changes to the legislation for community radio.

In any case, CR should oppose any suggestion or changes in the law that allows commercial radio to have continius licence renewal.
