So they claim that currently the statutory framework "requires that to  
promote choice for listeners, radio services must differ from other  
available station in the music and speech that they broadcast" - and  
then go on to say that if these restrictions are removed the effect is  
likely to be that all the stations would likely to become pretty much  
the same musically, with no little local news or content  -  but that  
the impact is "likely to be very small".

Having their cake and eating it I feel.

Oh- and by the way - they also feel the need to keep regulations in  
place for Community radio.

Maybe once small-scale DAB gets a green light we should pack in trying  
to scrape by as CR stations and apply for a small commercial licences  
- getting rid of ALL the restrictions, and just carry on doing what we  
do.
