Here's a thought: It is calculated that the BBC bill for the over-75's 
free tv licence will be some £250m by 2019; rising to £750m by 2021.  
Apparently the beeb will be free to change the way the subsidy operates 
from 2020, although it isn't entirely clear what this implies.

Is there a possibility that viewers will be asked to continue payment of 
all or part of the fee in exchange for some retail offers, etc.?

In which case is there not room to suggest that part of any voluntary 
contributions made should be allocated to a community media fund?
