What is the ideal location for setting up a community station – any ideas?

I had a few;
A large hill or tall building in the centre as 25W doesn’t go very far
An area that has a lot of green space (or water) around it so the listener's stay put 
Minimal competition from commercial radio 
An area that has a high enough population to make it interesting enough to advertisers
A large pool volunteers  
Feel free to add your own and suggested locations.
