I had a very interesting meeting with Dr Angus Nurse last week at Middlesex University and he has asked that as many interested parties respond to the questionnaire as possible.
The two main points are:Why do people broadcast illegally? Is Ofcom dealing with the situation correctly? My own concise response - which will not of course influence yours - wasBecause it's easy, cheap and if they're sensible they won't be stopped. No - it's not motivated or facilitated to deal with any offenders other than those causing direct hazard to essential services.

Subject: Re: [cma-l] Fwd: Research into Unlicensed 'Pirate' Radio Broadcasting
Hi all
As a director of a CR, I probably should be very anti pirates and indeed am when they interfere with licensed low power stations such as ours.
However, a quick answer as to why people listen and participate in these stations is quite simple. Despite welcome changes to the licensing and financing of CR, conditions are still far too restrictive for many potential broadcasters, and thus there is not the plurality of stations that many listeners want and hence they tune to the unlicensed specialist station.

Dear Colleagues
Middlesex University is conducting research into unlicensed 'pirate' radio broadcasting and I write to ask if you would be willing to participate in the research by completing an online survey.
The research has been commissioned by Ofcom but is being carried out by independent researchers in Middlesex University's School of Law. The focus of the research is to examine the reasons for continued unlicensed radio broadcasting, the motivations of consumers in listening to unlicensed radio and to examine attitudes to unlicensed radio.
Our reporting on this project will also be anonymous so that any comments or views contained in our final reports are not attributed to an identifiable individual.
We have an online audience/consumer survey associated with the research. This can be found at:

Feel free to circulate this to interested parties.
