[cma-l] Fwd: Research into Unlicensed 'Pirate' Radio Broadcasting

Hi all

As a director of a CR, I probably should be very anti pirates and indeed am
when they interfere with licensed low power stations such as ours.

However, a quick answer as to why people listen and participate in these
stations is quite simple.   Despite welcome changes to the licensing and
financing of CR, conditions are still far too restrictive for many
potential broadcasters, and thus there is not the plurality of stations
that many listeners want and hence they tune to the unlicensed specialist
station.
