[cma-l] Review of the approach to community radio KeyCommitments

Spot on.

Remember though Pippa, I started off with a lighter touch, but 12 years on
it's become a bit heavier

I think the point I was trying to make (but not very well) yes, there has
to be monitoring, and I am quite happy to leave the Commitments as they are,
but use them as a Bar to aim for. If you fall short, you should not be drawn
over the coals and be '''in breach''' or have words like '''this Station
is being investigated'''

I was saying that my command of English isn't brilliant, however, even I
understand that there is a major difference between someone writing :-

Ofcom are currently liaising with Fred Bloggs FM in relation to the topic of
Key Commitments .. results of the consultation will be posted next month

AND

Ofcom are currently INVESTIGATING Fred Bloggs FM as a result of a failure to
hit Key Commitments and then print a list before anyone has even had a
discussion.

This sort of thing can be soul destroying for some people and there is no
need for it. By all means do the homework and if there is a major problem
then take them to task.

Mistakes are made, and most of the time they are made because the same five
people running around like headless chickens spinning 30 plates run out of
time in a day ... these are the back-bone of Community Radio plus the
Volunteers who muck in the lessen the load. As per the other e-mail today
re:- Volunteers . ... ....remember that 75% don't even wash a cup, let
alone do anything else. Then there's those who don't wash a cup and create
more work. That's not me saying that, that is a fact.

I'm not complaining, we've got what we've got and hopefully Ofcom and the
DCMS will help lighten the bureaucratic load for the headless chickens

Bring it on I say. Onwards and Upwards

Nick

Afternoon,

Let's put a positive spin on this ....

Ofcom are trying to work with the CR sector to find a 'lighter touch'
approach to Key Commitments. I bet they were as surprised as we were to
find so many stations in breach, and they could probably do without the
workload generated as a result. My first response would be to look at the
way we write KCs. But Ofcom are going one better than that and are
encouraging us to help them find a new way of reporting & measuring what we
do. The team at Ofcom want to see CR grow and prosper, I'm sure.

If enough stations respond to the consultation then our voice will be taken
into consideration. "You've got to be in it to win it".

Have a good weekend everyone.

Pippa

Chaps

Depends what type of apathy you mean. It comes outside to within, or from
within to the outside. I like the Leopards spots bit however this isn't
entirely true. The apathy comes about in the main because folk are fed up
with banging their head against a brick wall .... they maybe walk round with
the question on the tip of their tongue ''what's the point ?'' ''nothing
gets done''

You are now telling us something that is quite intriguing ....??
Practical solutions in most cases at this end I do not see as a problem. We
have come forward with many. It seems to boil down to a number of things :-

Are there any grey areas to manoeuvre in ?

Will it upset Commercial Radio ?

Does legislation allow for it ?

A lack of reason and common sense ?

These seem to be the hurdles. I like to believe we have been talking to the
right people at both Ofcom and the DCMS ....it doesn't look good on them if
there is another Avenue to get the result you'd like. We're back on the
topic of rules or guidelines again. Is 'IT' a rule or a guideline ? if
it is a guideline then there is room for discussion, if it is a rule and it
is complete contrary to what you are trying to achieve, then that's why we
are all on the receiving end of the words ''no / because''

My biggest worry and frustration over the years has been the fact that there
sadly just doesn't seem to be any reasoning whatsoever hence = apathy.

I don't personally have apathy as I like a challenge, I like the
discussions, the debates, the arguments, the ding dongs, the banter, the get
togethers . it's a learning curve and we're better people and more
knowledgeable for it.

I think Glynn wrote something to do with lack of energy ? plenty of energy
here chaps ... we drink 10 pints of Red Bull everyday :-)

Now then .....who have you been speaking to ? any names ? :-)
LOL surely it's not that simple ? you're winding us up Ian

Finally, do you not think something odd could be going on here ? in
otherwords, we have gone round in circles for so long on many of these
matters that those in authority have to keep saying no to save face. If they
applied what we have suggested and it all worked like clockwork without
problems, they'd look silly. Surely we're all grown up enough to distant
ourselves from the 'pride before a fall' rhetoric.

No one cares anymore, we just want the relaxing of the gobbledy gook

Nick

Apathy maybe?

The feeling that you can't change the leopard's spots?

We've proved that by talking positively to the right people at Ofcom and the
DCMS you can get things done.

But they need to know what the problems are - and more importantly what you
see as the practical solution!

This is massively key for the sector, but I don't see much
conversation/energy on this forum about it.

I wonder why?

Community radio services broadcasting on FM or AM provide social gain and
other community benefits on a not-for-profit basis.

Each station is required to provide the service described in its licence,

the licence.

These service descriptions recorded in community radio licences are called
'Key Commitments'.

This Ofcom consultation seeks views on a proposal to streamline and simplify
the Key Commitments.

This will free up community radio stations, enabling them to focus on
serving their target communities, adapt better to the changing needs of
those communities, and deliver social gain.

Ofcom invites written comments on the questions raised in this consultation,
