[cma-l] Ofcom awards four new community radio licences

Apologies - I should have checked the stats, the previous round of 28 
applicants appears to have resulted in three lots of three awards over 
six months.  Press reports indicate that the local tv scene is treated 
somewhat differently in respect of reasons for rejection.
