After having built over 40 stations but not actually ever had the pleasure of running one for more than 28 days, I'd prioritise in a different order:Professional imaging – so you sound to your audience  like a proper radio. A superb website featuring a listen again service and links with social mediaMake your ads in house by all means, but make very sure they sound professional.A full time paid Station Manager who runs the business professionally and effectively.Think carefully about News - go for local - don't bother with national.Whisky Mac for me please!Ian

For what it’s worth, here is where I would prioritise the money (once 
you’ve built a studio, obviously):-
 
1.    Professional news service e.g. IRN at the top of the 
hour – to prevent listeners going somewhere else to hear the national 
headlines.   
2.    Professional imaging – so you sound 
professional.  Keep your ads made in-house because that underlines the 
localness.
3.    Listen again service – via Canstream (the obvious 
choice!)
4.    (And it might take a while to build up to this) A full 
time paid Station Manager who goes out and does all the ‘engagement’ 
stuff.

Agreed ……..and down the 
similar lines I was saying ……… of course we need to earn money commercially or 
donations or grants     BUT    it is what we 
spend our money on (re-investment etc)   that 
matters.
 
Trust me, if this all 
goes how it is meant to / ought to we can trail back to all my rants, mini 
rants, spout offs and observations and then feel the ‘’I told you’’ so coming 
our way
 
Anyway, let’s try to be 
optimistic and get the glass half full and not half 
empty

CR has to be commercial - with a 
small "c" - because it must be run as an efficient 
business.

A such it has to show a gross 
profit, but it's a simple matter to re-invest that to show zero 
nett.

If you're not set up to do that - 
or you can't achieve it - you're going to 
fail.

Getting funding for start-up is 
fine - but it's foolhardy to think you cab rely on it for operation.
Those 
that do usually pay the price - we found that out to our cost with Afan FM/XS 
Wales.

I see no moral justification in 
expecting a community broadcaster to rely on outside funding or any other kind 
of sourced contribution.

Don’t panic Nick we 
are on the same page!   I’m getting a demo together but it probably 
won’t be sung because that costs money.

 

If *hopes and prays* 
all revenue restrictions are lifted we can celebrate.  I believe there is 
nothing wrong in taking a more commercial approach, given the loss of so many 
grant opportunities.  Shoot me down if you must but hear me out.  


 

We will still be CR 
because:

 

1. We will still 
have limited power to transmitter and therefore coverage area – not a problem 
because ‘ultra-local’ is our speciality.  We are the ‘smart car’ getting 
into the corners of the community which other broadcasters don’t 
reach.

2. We will still be 
not-for-profit.

3. We will still be 
delivering social gain objectives.

 

If the restrictions 
are just tweaked, we have to make the best of what we’ve got.  


 

1. Getting local 
authorities on board so they spend money legitimately because they are reaching 
our audiences, rather than grant handouts.  


2. Working on a 
tweakable SLA template so that local authority 
money can go on the ‘other revenue’ side of the equation rather than ‘on air 
revenue’  (and thanks to those stations who have sent me their examples 
already)

3. Building 
audiences through great local relevant content.  Money follows audiences, 
that’s a fact.

4. Measuring our 
audiences – through a common methodology such as the one presented at last 
year’s CMA Conference by Dr Janey Gordon.  (Duncan Barkes, an LBC 
presenter, recently tweeted that 10m people a week are listening to CR.  
I’ve asked him where that number comes from but he’s not responded!!!).

Pippa)     try to see through what I am saying here. I agree 
with you, I am not advocating sounding the same as such, as we are all different 
… I was merely making a loose suggestion for us to play around with …….. Pippas 
idea of a general / generic strapline for COMMUNITY RADIO is a good 
idea.
 
I still think something 
sung for all of us if only generic would be good …. At the end of the day we 
ain’t ever going to sound the same … Scottish accents, Manc, Scouse, 
Eeeee-by-gum, Queens English and different Villages and Towns and formats and 
schedules ……… come on guys, let’s get real. This was in my opinion a sensible 
suggestion and some of us are going reaching for the panic 
button.
 
The suggestion is just 
for Community Radio as a whole ……….ie:- stronger together.
 
Final pointer, we will 
have to be stronger together after this announcement, because if it comes out as 
a same old/same old and a damp squib then we have the choice of take 
action    and I mean action   not words, or crawl under 
a log and shut up ……..then watch em go down like nine pins. No one please come 
back to me as I will simply say ‘’told you so’’
 
Phil is correct when he 
says the word ‘’OUTDATED’’      trouble is the ideals, 
the ideas, the hopes, the dreams all went off-piste 3 years in so they were 
outdated back in 2007 and here we are now in 2015 still talking about the same 
thing and waiting for announcements …. Absolutely pathetic, sorry but that is my 
opinion and I have never been afraid of making it known.
I would also like to 
point out that we have about 7 Ministers of the DCMS over that period and in 
relation to Community Radio they have been about as much use as a chocolate 
fire-guard … at least Uncle Ed now has a chance to make a name for 
himself       let us hope he 
does.

Phil I agree and I'm certainly not 
advocating common imaging across the board.  

 

Perhaps another approach would be a common 
strapline which we incorporate into our own jingle packages.

 

"Community Radio Works" for example would 
be just one of maybe 20 different idents which a station uses on a daily 
basis.

I'm sure we're all looking forward to the 
'announcement' and hoping for the best. The original model for community radio 
is now very outdated and the circumstances behind those early requirements are 
now very different. Add to that the fact that so many stations have failed must 
indicate the need for change if community radio is to survive. Fingers 
crossed.


NOW...I beg everyone not to go down the route of 'common 
imaging' for community radio. The beauty of community stations is that they are 
all different. I started my career in radio in 1974. In those days it was a joy to listen 
to the new stations coming on air all sounding different, unique and original. 
Oh how I hated the joining together of stations up and down the country becoming 
more and more similar until it became all Heart and no soul. Please don't do 
it.

The problem I find that we have had over the past 11 years or so (meaningall of us) is that we make observations, we represent ourselves well, wecreate a discussion with valid points and we back up those points with proofand good sound arguments and then receive answers that basically (as I havesaid) tell us what we already know and then take no action leaving thestatus quo. I'm afraid it is that status quo that has had 'some' bearing on 'some'Stations keeling over. Ed Vaizey or whoever it has been over the past 10years   Mr Hunt etc etc are not Ministers for Commercial Radio, they areMinisters for all of us, and although this is opinion, I do think takingeverything above into account AND the fact that this has rumbled on and onand on for years and years AND the fact that there are still 3 majorCommunity Radio Stations in restriction bracket number one, it basicallyturns the whole thing into a Circus. The status quo is no longer acceptable,I for one am fed up of it. I'm also fed up of having to repeatedly writelengthy e-mails and you are all fed up of having to read them  :-)  LOL   I don't want to jump the gun, and I don't want to compromise anything and Iam absolutely 100% positive that Bill and Dom fully understand the concernsand have battled like mad to get things done. Dom has been like Marco Polotravelling the globe to get opinions first hand and see for himself, he isfully clued up and has gotten stuck in there.   HOWEVER    and yes, there is an however. There must be a Plan B, as I sadlyam not convinced (hopefully on this instance I will be proved completelywrong / let's hope hope hope so)       the Plan B has to be ACTION, NOT morelengthy meetings, not more going around the Trees over and over and overagain. There fundamental things that must be done to ensure a safe andviable future for Community Radio.   1) Restrictions gone !   or at least restrictions focusing on what we spendthe money on and not how we obtain the money. This prevents the Stationsgoing off at a tangent as back door commercial outfits 2) Licences extended now, so that opportunists who we have never heard ofbefore don't come encroaching on the success of the projects using it fortheir own means. 3) Where there were hiccups in licensing, little tweaks can be made 4) Community Radio Fund larger and everyone receives the same    ie:-   NObidding process   Basically, having the word 'no' 'no' 'no' thrown at you without validexplanation is not acceptable.   To sum it up it is almost as if we have had GREY people hitting us betweenthe eyes with BLACK & WHITE rulings                when what we actuallyneed is :- BLACK & WHITE concrete decision makers who can create GREY areas allowingroom for manoeuvre & common sense.
