You can have dynamically-switching PI codes, incidentally. Global Radio
does this, and that would fix the issue you had.

Listen to Heart along the M4 corridor and it'll happily switch you between
all the Hearts (ex London) - UNLESS they are in an ad break or news, when
you won't be switched, since the content is different.

The same goes for DAB, too...
