I'm not sure I fully understand what you are being asked to do. Companies House
doesn't require anyone to be a company, but it does require annual returns and
accounts from any company that is registered.  It has no concerns in who holds a
radio licence.
 
The law, through Ofcom, does require licences to be held by 'a person'. Because
it is inappropriate for an individual person to hold a community radio licence,
the usual answer is to register a (non-profit or community interest) company to
be the licence holder. A registered company is a 'legal person' - it can do the
things that the law allows a person to do, such as own property, engage in
contracts (and pay taxes!).
 
But Companies House requirements are truly minimal - just an annual return
confirming who are the directors and secretary, which takes a few minutes online
and a small fee, and submission of annual accounts, which for a small company
can be highly abbreviated - basically just a balance sheet.
