I'm not sure I fully understand what you are being asked to do. Companies House doesn't require anyone to be a company, but it does require annual returns and accounts from any company that is registered. It has no concerns in who holds a radio licence.

The law, through Ofcom, does require licences to be held by 'a person'. Because it is inappropriate for an individual person to hold a community radio licence, the usual answer is to register a (non-profit or community interest) company to be the licence holder. A registered company is a 'legal person' - it can do the things that the law allows a person to do, such as own property, engage in contracts (and pay taxes!).

But Companies House requirements are truly minimal - just an annual return confirming who are the directors and secretary, which takes a few minutes online and a small fee, and submission of annual accounts, which for a small company can be highly abbreviated - basically just a balance sheet.
> We subscribe to IRN which gives much more than just news (hourly 2 min
> bulletins 24hours a day) we get access to the 'net newsroom' which
> includes sport, business, entertainment, and more. with a lot of
> additional audio as well as the text. Also, things like remembrance
> day, the queens speech and the inevitable disaster. all this for less
> than £1.00 a day. Our local news, on the half hour, comes from our local
> newspaper, for which we credit the paper. traffic reports come
> principally from Google maps. just find your local area and click on
> 'traffic' then the coloured routes tell you where all the traffic hold
> ups are. - we also ask listeners to keep us updated.
> > We at Huntingdon Community Radio subscribe to I.R.N. for national news.
> > Local news we obtain mostly from our local newspaper who when they have a
> >> Quick question on how (if you do), do you guys get local, national news
> >> and traffic updates for your listeners?
> >>
> >>
> >> As you can all appreciate news is essential for any broadcast service and
> >> hence how do you keep up with the demand of regular up to date news?
> >>
> >>
> >>
> >> Currently we record the news first thing in the morning and then repeat
> >> once during the afternoon and then once in the evening. Only problem with
> >> this is that the news is not updated and hence sometimes not offering the
> >> best service that we could.
> >>
> >>
> >> We don?t have regular volunteers to come in and do the news daily, hence
> >> we only are able to the above during the week.
> >> they want to do but if and when they decide to do this (And god knows
> >> when
> >> that will be!!), it will be a national incentive and not just a local
> >> arrangement.
> >>
