I believe this would be one for Sir Humphrey, Clive - my attempt would be "I'm not sure what the total budget might be and we certainly haven't got a clue what if any amount should have been allocated to community media, going on the assumption we had indeed factored that into the thinking rather than have completely overlooked it - but we might think about it in the future or we will at least consider a slightly more convincing sounding non sequitur" - suggestions on a post card to Mr Penneck.
