Hi Peter, Station Playlist will use tags only not as you wish.

I suggest something like Music 1 (LE) to keep costs down, you should be
able to import playlists into station playlist studio.

It works by letting you correct the errors as you schedule (as a rule is
broken) although I think you can ignore this feature and look for errors
later.

Or there is Audioenhance playout and scheduling here:

Autoplus has a built-in mini scheduler but Speak to Nick to see if it
can schedule from mp3 tags.

Other than that not sure which low cost options will schedule from mp3 tags.

My offer to visit LCR is still open, subject to expenses.
