Your planned solution is obvious - and totally valid.
The big problem lies with the simple little cover-all word "Digital".
DAB (Eureka 147) as a digital radio platform is accepted now as being a dead end and there is no agreement as to what would successfully replace it in the UK.
Until that decision is made - and homologated with the majority of the World's other broadcasters, there can be no progress in this area.
Where we could move forward is with a revised policy on spectral occupancy.
There are over 200 channels available in Band II (FM) virtually everywhere in the UK.
42% of them are occupied by the 5 national services.
Need I elaborate?
