It seems to me the CLA are one of many agencies acting on behalf of authors for printed materials:

"If you wish to use material published in books and journals that falls within the scope of the economic rights but not one of the exceptions to copyright, in some cases a licence may be offered by a collective licensing body:

Photocopying, digitisation and some other uses of much literary material is licensed by the Copyright Licensing Agency (CLA) . Copying of some artistic works may be included;" - http://www.ipo.gov.uk/types/copy/c-other/c-licence.htm

Licenses to use copyrighted works are usually granted by the copyright holder. The email doesn't reference a particular article or writer you have used which has caught their attention; are they fishing for business?

The intellectual property office makes no mention of a change in the law that requires membership/payment to such organisations. The onus is on you to contact specific authors for permission. Perhaps call the IP Office and talk to them about your actual obligations - http://www.ipo.gov.uk/about/contact.htm
