[cma-l] Germany switches to DAB+

The Germany page on worlddab.org is a year out of date. It refers to working 
towards the relaunch of the network on DAB+, and that is what has just taken 
place. Hopefully they will soon update the page.

The German structure is not really that different from ours, except that 
handing out commercial radio licences is devolved to regional governments 
with only a few commercial stations having wider coverage (thanks to licence 
arrangements with multiple states), and crucially the government funding the 
new transmission network directly on condition that the broadcasters signed 
up to it swiftly (which they did!).
