[cma-l] Safeguarding policy for vulnerable listeners

It tends to be done now as part of an overall 'protecting vulnerable people' 
policy that includes child protection. Your existing (or proposed) child 
protection policy can probably be revised to include vulnerable adults quite 
straightforwardly.
