The ofcom broadcast code is a good starting point..

in particular they have a section on protecting the under 18;s which you could
expand across all programming
http://stakeholders.ofcom.org.uk/broadcasting/broadcast-codes/broadcast-code/protecting-under-18s/
what you do as a station in addition to that is up to you..

I've been asked if we've got a safeguarding policy for vulnerable
adults. We are not broadcasting yet. Is there such a thing for radio?
Our potential audience is people who consider themselves disabled and
family.
