[cma-l] Ofcom second consultation on the award of spectrum to a band manager with PMSE obligations

Just to add - this critical for all interested in a smaller than  
local scale of TV - eg TV from a single transmitter or relay.

Securing parity of access with PMSE is the vital point ...
