Page 101 of the Digital Britain Report says the following:

"While we are working towards a new tier of ultra-local radio we
believe the rules which keep the commercial and community radio
distinct from each other remain generally appropriate. However if the
community radio sector is to grow and prepare itself for a more
fundamental role in the future of radio landscape it must also be
given the certainty to invest in its future.

Alongside this report we have published a short consultation seeking
views on proposals for a new licence renewal regime for community
radio.  In addition we are proposing the removal of the 50% funding
limit from any one source and the restriction preventing a station
being licenced in an area overlapping with a small commercial
service."
