Peter,
I would say the most important point to make is that we ensure there  
is a national funding stream for community media.
Apart from the community radio fund which is slightly different as it  
is for individual projects not joint projects.... it is virtually  
impossible to do partnership projects with other groups across the UK  
on community media issues because of eligibility criteria...
Generally it is England and Wales, or England, Wales, Scotland  
(Britain) or England, or Wales, or Scotland or Northern Ireland.
None of the schemes are the same, have the same dates, criteria,  
eligibility etc.
We should also push for community media to be seen as a valid activity  
with Film Council lottery funds (UK wide).
Or better still, community media and media literacy as the next 'good  
cause'.
Big Lottery should also be asked to have funds for UK projects... at  
the moment it is divided by the various countries.
Individual funders do sometimes allow for costs of application ... I  
think HLF is one.
