The Community Media Initiative, a group that is lobbying for the
introduction of Community Media in Poland, reports that recent efforts
also supported by CMFE and AMARC-Europe, proved to be partly successful.
On 24 June 2009 the Polish Parliament passed an amendment to the
Broadcasting Act that introduced a new category, the "public benefit
broadcaster" (nadawca pozytku publicznego). Before becoming law the Act
will have to be approved by the President.

Stations in this category will be able to use the resources of the
Public Tasks Fund (Fundusz Zadan Publicznych), which is mainly devoted
to public media. A 10% of the total amount can be accessed among others
by public benefit broadcasters, as well as already existing social
broadcasters, for the production of programmes that fulfill the aims of
the Public Tasks Fund.

Community media in Poland will have the options to apply for two type of
licences: 1) "social broadcaster" (nadawca spoleczny) (no license fee,
no advertising, special tasks) or 2) "public benefit broadcaster" (no
frequency fee, no advertising limitations, broadcasting area limited to
one borough) status.

However, where these funds will be surely helpful for co-financing
programme making, a main issue for the sector is the establishment of
start-up fund that might help stations to build up their initiatives in
the initial stages.
