[cma-l] Scotland: Holyrood Magazine to hold conference on the Future of Adult Learning

The focus of adult learning and training is changing. In Scotland, the
UK and throughout Europe, adult learning policy strategies are
increasingly driven by economic considerations. In its 2007 Skills
Strategy the Scottish Government made it clear that labour market
needs would drive lifelong learning: that learning and skills
development would be aligned with employment and the economic
development of the country. In line with developments in both UK and
European decision making arenas, the Scottish Government's Skills
Strategy places employability at the heart of adult learning.

The pursuit of an adult learning strategy which promotes a 'wealthier,
smarter and fairer' Scotland through skills utilisation and rising
productivity, raises important questions regarding the nature,
direction and practical organisation of learning provision for
Scotland's post-curriculum learners. At a time of global recession,
rising unemployment, an ageing population and continued welfare
reform, the impact and development of the Skills Strategy is set to be
not only a critical factor in the achievement of the Scottish
Government's overall purpose: sustainable economic growth, but in the
delivery of a just society based on equality of opportunity and need.
