Hi Norman,

Not quite sure where you are in the country but my understanding of
planning law in England is that it can take no longer than 8 weeks
from application otherwise you have the right of appeal to central
government.

As for the 'special circumstance's this is council speak for tell us
why we should let you have it at all.

Most councils do not understand radio they associate it with mobile
telephone masts which the community always get upset about so the
council would tend to decline.

What you need to do is get public support for your proposal
councillors are always worried that if they go against the public they
will they will get voted out at the next election.

Hope this helps it comes from personal experience of dealing with a
rural council and three transmitter site moves.
