It was successful and was dealt with under delegated powers.  All 
applications are meant to be dealt with within 2 months - six months 
to deal with yours seems extreme!

As far as I'm aware we didn't have to provide any 'special 
circumstances'.  You've probably looked at it, but PPG8 deals with 
telecoms masts.  Special circumstances are only referred to if you're 
siting a mast in green belts etc. Presumably that's what you're doing?
