You may well be interested in the speech Andy Burnham gave at yesterdays 
Convergence Think Tank - subject matter "Universal Access to High 
Quality Public Service Content in a Converged Environment"

He also took questions, which included a willingness to CONSIDER local 
television as public service broadcasting provided the business models 
work, and to widening the notion of public service broadcasters to 
include com TV and community radio.

We will be following up on both of these with DCMS in the near future.
